National program for the health care for the elderly-Objective, program organization or elements, need, importance, outcomes

  • The National Program for the Health Care of the Elderly (NPHCE) was launched by the Government of India in the year 2010-11 to address the health-related problems of elderly people.

  • Recognizing the demographic shift and the increasing proportion of the elderly population in India, the NPHCE aims to provide accessible, affordable, and high-quality long-term, comprehensive and dedicated care services to an aging population.

Objective

The primary objectives of the NPHCE are:

1. To provide preventive, curative, and rehabilitative services to the elderly at various levels of healthcare.

2. To strengthen the referral system ensuring timely referral to higher facilities.

3. To develop human resources for geriatric services through training and capacity-building measures.

4. To promote research and development in the field of geriatric medicine.

5. To raise awareness regarding elderly health issues and policies among the general public.

Program Organization or Elements

The NPHCE is structured across various levels of healthcare delivery:

1. District Level:

  • District hospitals and Community Health Centers (CHCs) are strengthened to provide geriatric care services, including outpatient and inpatient services, physiotherapy, diagnostic services, and day-care services.

2. Primary Level:

  • At the primary level, health workers are trained to provide home-based care to the bedridden and severely ill elderly.

  • Primary Health Centers (PHCs) and Sub-centers are equipped to manage common geriatric medical problems.

3. Tertiary Level:

  • Regional Geriatric Centers (RGCs) are established in selected government medical colleges to provide specialized geriatric care and to develop models of care.

Need

The need for the NPHCE arises from several demographic, social, and health-related factors:

1. Increasing Elderly Population:

  • With the increase in life expectancy, the proportion of the elderly population in India is rising, necessitating specialized health care services.

2. Chronic Diseases Prevalence:

  • Elderly individuals are more prone to chronic diseases, disabilities, and other geriatric syndromes that require ongoing medical attention.

3. Socio-economic Factors:

  • Many elderly in India face social isolation, economic dependency, and lack of access to healthcare, which the NPHCE aims to mitigate.

Importance

The NPHCE holds significant importance for several reasons:

1. Improves Quality of Life:

  • By providing comprehensive healthcare services, the program aims to improve the quality of life of the elderly.

2. Reduces Burden on Families:

  • By offering accessible care and support services, it helps reduce the healthcare burden on families.

3. Capacity Building:

  • The program focuses on building capacity among healthcare providers to deliver specialized care for the elderly.

Outcomes

Since its inception, the NPHCE has made noticeable progress:

1. Increased Access to Care:

  • Many elderly now have improved access to specialized healthcare services at primary, secondary, and tertiary levels.

2. Awareness and Sensitization:

  • There has been an increase in awareness about geriatric health issues among healthcare providers and the community.

3. Infrastructure and Human Resource Development:

  • Establishment of geriatric wards, training of health personnel, and setting up of RGCs have contributed to better care for the elderly.

4. Research and Development:

  • Encouragement of research in geriatrics has led to better understanding and management of health problems in the elderly.
